It's funny to go back and read that Walmart diversity promise in that link several years later, because if you look at several years' worth of Walmart ads, and in particular the credits in fine detail, what happened was they gave white agencies, teams and vendors LOTSA BIG MONEY to make GREAT BIG ENORMOUS EXPENSIVE CAMPAIGNS, and they tossed a few crumbs to multicultural agencies, teams and vendors to make the equivalent of cheap disposable crap, and the disparity shows.
Walmart rewarded white circles with support and significant budgets, and didn't extend that to anyone not white. For years. Repeatedly. And in an ongoing manner.
